What are some common stores that I can buy a plain smocked tube dress from?

I know I have the right size according to the chart, but pantyhose always cut off my circulation around the midriff. I mean, they look good so I like to wear them but all I keep wanting to do is cut a slit around the waistline to make them less painful and constraining. Is there a trick or something I can fashion to make them more comfortable? I would run to the store and get thigh-highs but don't have the time or access to a car today and need to be dressed up this evening.
Any suggestions?

I was just at Macy's and all I could find for boys was nactica. Could not find any Tommy in boys sizes. Did have adults.
